NOTICE INVITING BIDS
A.
Notice is hereby given that the
COUNTY OF
SONOMA
DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS
STATE OF CALIFORNIA
will
accept bids for construction of:
AIRPORT
TERMINAL BUILDING RESTROOM REMODEL
AT
CHARLES M. SCHULZ-SONOMA COUNTY AIRPORT
COUNTY PROJECT NO. W09576
B. Sealed bids will be
received at the office of the Purchasing Agent of
the County of Sonoma, Room 208A, 2300 County Center
Drive, Santa Rosa, California 95403 on July
14 July 27, 2006,
until the hour of 2:00 p.m., where they will be
publicly opened and read aloud by the Purchasing Agent
or his designee.
C. Copies of contract
documents may be examined and obtained upon application
to the County of Sonoma Department of Transportation and
Public Works, 2300 County Center Drive, Suite B100,
Santa Rosa, California 95403, telephone (707) 565-2231,
and upon payment of a nonrefundable fee of $20.00.
D. Bids are
required for the entire work described herein. This
contract is subject to state contract nondiscrimination
and compliance requirements pursuant to Government Code
No. §12990.
E. The Board of
Supervisors of Sonoma County reserves the right to
reject any and all bids and waive any informalities or
irregularities in the bidding, and to delete or
eliminate entirely any separable unit price or lump sum
item of the proposed project.
GENERAL
WORK DESCRIPTION: The work consists of coordinating,
scheduling, obtaining and assembling at construction
site all equipment, material, permits, supplies,
manpower and other essentials and incidentals necessary
to remodel the existing restrooms and add a unisex
family/ADA accessible restroom to the terminal building
at the Charles M. Schulz-Sonoma County Airport. The
building is located at the end of Airport Blvd.
TIME OF AWARD:
The contract, if it is to be awarded, will be
awarded within 60 days from the date of the bid
opening, unless the County obtains the consent of the
bidder to extend time of award.
TIME FOR COMPLETION:
All contract work shall be completed within fifteen (15) working days. Time will commence on the 2nd calendar
day after receipt by the Contractor of a Notice to
Proceed.
Liquidated damages for
this project have been set at Five Hundred Dollars
($500.00) per calendar day for each day said work
remains incomplete beyond the time for completion.
BID WITHDRAWAL:
No bidder shall withdraw his bid for a period of sixty (60) days after bid opening.
BID BOND:
Bids shall be accompanied by one of the following forms
of bidder's security, cashier's check, certified
check, or a bidder's bond executed by an admitted
surety insurer authorized to transact business in this
state, made payable to the County of Sonoma. The
security shall be in an amount equal to at least ten
percent (10%) of the amount of the base bid. A bid shall
not be considered unless one of the forms of bidder's
security is enclosed with it. A bidder's bond will not
be accepted unless it has been properly filled out and
executed by the surety and by the bidder.
BID PROTEST:
Any Bid protest must be submitted in writing enclosed in
an envelope marked "Bid Protest" and delivered
to the office of the Sonoma County Purchasing Division,
2300 County Center Drive, Suite A208, Santa Rosa, CA
95403, before 5:00 p.m. (as determined by the clock in
the office of Sonoma County Purchasing of the third (3rd)
calendar day following posting of a Notice of Intent to
Award for Construction at the office of the Sonoma
County Purchasing Division (at the above address).
PAYMENT BOND AND
PERFORMANCE BOND:
The successful bidder shall furnish both a payment bond
and a performance bond for the full amount of the
Contract.
WAGE RATES:
Pursuant to the provisions of California Labor Code
Section 1770 et.seq., the Board of Supervisors of the
County of Sonoma has obtained from the Director of the
State Department of Industrial Relations the general
prevailing rate of wages and employer payment for health
and welfare, vacation, pensions, and similar purposes,
in the County in which work is to be done. Copies of
prevailing wage rates can be requested from the
Department of Industrial Relations. The successful
Contractor shall obtain a copy of said prevailing wage
rates and shall post them in a prominent place at the
job.
CONTRACTOR'S LICENSE:
The successful bidder must possess a State of California Class B license at the
time the contract is awarded.
SUBSTITUTION OF
SECURITIES:
It is understood and agreed that in accordance with
California Public Contract Code Section 22300,
Contractor will be allowed to either substitute
securities for money withheld by County to ensure
performance under this contract, or request the County
to make payment of retentions earned directly into an
escrow account at the expense of the Contractor under
the terms of an escrow agreement substantially similar
to the form provided for in California Public Contract
Code Section 22300(e). To the fullest extent permitted
by California Public Contract Code Section 22300, County
shall have the right to draw upon the securities or
escrowed funds in the event of default by Contractor
without any need by County to make any evidentiary
showing of Contractor's default other than the written
notice required by Section 22300.
OWNER'S RIGHTS
RESERVED:
The County reserves the right to reject any and all bids
and waive any informalities or irregularities in the
bidding, and to delete or eliminate entirely any
separable unit price or lump sum item of the proposed
project.

PRE-BID
WALK-THROUGH:
A non-mandatory pre-bid conference for all bidders,
contractors, and subcontractors will be held at the job
site on June 28, 2006 at 10:00 a.m., to respond to
questions regarding this project, and to familiarize
contractors with site conditions. Contractor is
responsible for being aware of all site conditions.
SUBCONTRACTORS:
In accordance with California Public Contracts Code
Section 4100 to 41132, inclusive, each bidder shall
provide a list giving the name and location of place of
business of each subcontractor who will perform a
portion of the contract work in an amount in excess of
one-half of one percent of the total contract price. In
each instance, the nature and extent of the work to be
sublet shall be described.
