SONOMA COUNTY 1. NOTICE. The COUNTY OF SONOMA, a political subdivision of the State of California ("Owner") hereby gives notice that it will accept bids for construction of the following public work: COUNTY
OF SONOMA 2. DESCRIPTION AND LOCATION OF THE WORK. The project is located on Copeland Street between the intersections of East Washington Street and East D Street in the city of Petaluma. The work consists of reconstruction of the street to include a new transit mall. The work includes demolition; earthwork; asphalt and Portland cement concrete paving; curb, gutter, and sidewalk; storm drainage; sanitary sewer pipe liner; new water main; lighting; transit shelters; pre-cast concrete seat wall; traffic signal; and landscaping and irrigation. 3. ESTIMATED PROJECT COST: $2.1 million. 4. REQUIRED
CONTRACTOR'S LICENSE(S). A
California "Class A" contractor's license is
required to bid this Contract. Joint ventures must
secure a joint venture license prior to award of this
Contract. All contractors and subcontractors shall be
properly licensed by the Contractor's State Licensing
Board and possess the necessary license classifications
for the work they perform under this Project.

6. PROCUREMENT OF BIDDING DOCUMENTS. Bidders
may examine Bidding Documents at 2300 County Center
Drive, Suite B-100, Santa Rosa, California 95403.
Bidders may obtain copies of Bidding Documents upon
payment of a non-refundable fee as follows: 7. MANDATORY PRE-BID SITE VISIT. Owner will conduct a Mandatory Pre-Bid Site Visit at 10:00 a.m. on March 15, 2006, at Copeland and Washington streets, Petaluma, CA (See Document 00202 Pre-Bid Location Map.) 8. INSTRUCTIONS. Bidders shall refer to Document 00200 (Instructions to Bidders) for required documents and items to be submitted in sealed envelopes to the Clerk of the Board of Supervisors, and applicable times for submission. 9. STATEMENTS OF QUALIFICATIONS. Each Bidder shall be required to submit, in accordance with Document 00200 (Instructions to Bidders) and Document 00450 (Statement of Qualifications for Construction Work), a Statement of Qualifications. 10. BID SUBMISSION. Sealed bids will be received by the Clerk of the Board of Supervisors, Room 100A, 575 Administration Drive, Santa Rosa, CA 95403, until 3:00 p.m. as determined by the clock on the wall of the office of the Clerk of the Board of Supervisors, on April 12, 2006, at which time they will be transferred to the Sonoma County Board of Supervisors' Caucus Room where they will be publicly opened and read aloud by the Director of Transportation and Public Works, or his designee. The bid opening will be in accordance with procedures set forth in Document 00200 (Instructions to Bidders). As a condition to bidding, Bidders must attend the Pre-Bid Site Visit and sign an attendance roster as a condition to bidding. The Pre-Bid Site Visit will not provide an opportunity for Bidders to have questions answered, but will merely show the site and existing conditions. Bidders are encouraged, however, to submit written questions in connection with the Pre-Bid Site Visit. Owner will transmit to all parties recorded as having received Bidding Documents, such Addenda as Owner in its discretion considers necessary in response to written questions. Bidders shall not rely on oral statements. Oral statements will not be binding or legally effective. Bidding Documents are not usually available at the Pre-Bid Site Visit. Bidders who attend the mandatory Pre-Bid Site Visit will have an opportunity to further investigate the site by appointment only. Bidder shall schedule appointment with Bryan Albee at 707-585-7516 at least 48 hours prior to a specially requested site visit. 11. BID PREPARATION COST. Bidders are solely responsible for the cost of preparing their bids. 12. CONTRACT TIME. Work shall be completed within 220 days (as defined in Document 00520) from the date when Contract Time commences to run. 13. PREVAILING WAGE LAWS. The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. Copies of general prevailing rates of per diem wages for each craft, classification, or type of worker needed to execute the Contract, as determined by the Director of the State of California Department of Industrial Relations, are on file at the Sonoma County Department of Transportation and Public Works and are deemed included in the Bidding Documents. Upon request, County will make copies available to any interested party. Contractor shall post the applicable prevailing wage rates at the site. 14. SUBSTITUTION OF SECURITIES. Owner will permit successful Bidder to substitute securities for retention monies withheld to ensure performance of Contract, as set forth in Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention), in accordance with California Public Contract Code, Section 22300. By this reference, Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention) is incorporated in full in this Document 00100. 15. RESERVATION OF RIGHTS. Owner specifically reserves the right, in its sole discretion, to reject any or all bids, or re-bid, or to waive inconsequential deviations from bid requirements. 16. BUY AMERICA: This project is subject to the "Buy America" provisions of the Surface Transportation Assistance Act of 1982 as amended by the Intermodal Surface Transportation Efficiency Act of 1991. 17. DISADVANTAGED BUSINESS ENTERPRISE: This project has a goal of 4.0 percent disadvantaged business enterprise (DBE) participation.
