NOTICE INVITING BIDS

GENERAL INFORMATION:

A.  Notice is hereby given that the

COUNTY OF SONOMA
STATE OF CALIFORNIA

will accept bids for construction of:

CENTRAL DISPOSAL SITE BUILDING MODIFICATIONS TO HOUSEHOLD HAZARDOUS WASTE FACILITY
COUNTY OF SONOMA

B.  Sealed bids will be received by the Purchasing Agent, County of Sonoma, 2300 County Center Drive, Room A208, Santa Rosa, California, 95403, until:

MAY 28, 2004 @ 2:00 P.M.

C.   At the above-stated time and place, Bids will be publicly opened and read aloud.

D.   Contract documents may be examined at:

Sonoma County Department of Transportation and Public Works 2300 County Center Drive, Room B-100 Santa Rosa, CA 95403

E.   Copies of contract documents may be obtained upon application to the Department of Transportation and Public Works ($10.00 fee).

TIME OF AWARD:

The contract, if it is to be awarded, will be awarded within 30 days from the date of bid opening, unless the County obtains the consent of the bidder to extend the time of award.

TIME OF COMPLETION:

All contract work shall be completed within 60 working days. Time will commence on the 5th calendar day after receipt by the Contractor of a Notice to Proceed.

BID WITHDRAWAL:

No bidder shall withdraw his bid for 60 days after bid opening.

BID BOND:

Bids shall be accompanied by one of the following forms of bidder’s security: cashier’s check, certified check, or a bidder’s bond executed by an admitted surety insurer authorized to transact business in this State, made payable to the County of Sonoma. The security shall be in an amount to at least ten percent (10%) of the amount bid. A bid shall not be considered unless one of the forms of bidder’s security is enclosed with it. A bidder’s bond will not be accepted unless it has been properly filled out and executed by the surety and by the bidder.

WAGE RATE:

Pursuant to the provisions of California Labor Code Section 1770 et seq., the Board of Supervisors of the County of Sonoma has obtained from the Director of the State Department of Industrial Relations the general prevailing wages and employer payment for health and welfare, vacation, pensions, and similar purposes, in the County in which work is to be done. Copies of prevailing wage rates can be requested from the Department of Industrial Relations. The successful Contractor shall obtain a copy of said prevailing wage rates and shall post them in a prominent place at the job site.

CONTRACTOR LICENSE:

The successful bidder must possess a State of California B license at the time the contract is awarded.

SUBSTITUTION OF SECURITIES:

In accordance with California Public Contract Code, Section 22300, the Contractor will be allowed to substitute securities for money withheld by the County to ensure performance under this contract. Such securities may be deposited with the County or with an escrow agent as provided by law and will be valued by the Sonoma County Treasurer.

OWNER’S RIGHT RESERVED:

The County reserve the right to reject any and all bids and waive any informalities or irregularities in the bidding.

COUNTY SUPPLIED MATERIALS:

The County will supply the Explosion Resistant Metal Door and Frame with hinges and door closer.

PRE-BID CONFERENCE:

There will be a pre-bid conference for all bidders, contractors, and subcontractors at the job site on May 14, 2004 @ 10:00 A.M. to respond to questions regarding this project and to familiarize contractors with site conditions. Contractor is responsible for being aware of all site conditions.

SUBCONTRACTORS:

In accordance with California Public Contract Code Section 4100 to 4113, inclusive, each bidder shall provide a list giving the name and location of place of business for each subcontractor who will perform a portion of the contract work in an amount in excess of one-half of one percent of the total contract price. I each instance, the nature and extent of the work to be sublet shall be described.

Bidder is prohibited from performing work under this contact using a subcontractor who is ineligible to perform work pursuant to Labor Code Section 1777.1.
