NOTICE TO CONTRACTORS
FOR CONSTRUCTION OF
CENTRAL LANDFILL SITE
POWER PLANT EXPANSION
PHASE III
COUNTY PROJECT NO. W06990
Sealed bids will
be received at the office of the Clerk of the Board of
Supervisors, Room 100A, 575 Administration Drive, Santa
Rosa, California 95403 on March 14, 2002, until the hour
of 3:00 p.m. (according to the wall clock in the
reception area of the office of the Clerk of the Board
of Supervisors). They then will be transferred to the Sonoma
County Administrator's Conference Room where they will be
publicly opened and read aloud by the Sonoma County
Director of Transportation and Public Works or his
designee. Said bids will be referred to the Sonoma
County Board of Supervisors for consideration at their
next regularly scheduled meeting, on or before April 9,
2002.
General Work Description: The work
to be done consists, in general, of site development
related to the future and separate contract for installing
two 800 kW power generating modules. Site development will
consist of grading and paving a roadway around the
existing 6.0 MW power plant, installing underground
conduit banks and utilities to two separate foundations,
excavating and placing the concrete foundations for two
separate 40-foot-long sea containers.
There is an optional pre-bid
walk-through scheduled for this project on February 26,
2002, at 10:00 a.m. at the project site at landfill
operations Administration Building, 500 Mecham Road,
Petaluma, California. The pre-bid meeting will be
held by representatives from the Transportation and Public
Works Department.
The Contractor shall possess a California Class A or B license at the time of contract award.
Bids are required
for the entire work described herein. This contract is
subject to state contract nondiscrimination and
compliance requirements pursuant to Government Code
§12990.
THE BOARD OF SUPERVISORS, UNDER THE TERMS
OF THE DESIGN ENGINEERING AND CONSTRUCTION MANAGEMENT
CONTRACT FOR CENTRAL LANDFILL GAS RECOVERY PROJECT, HAS
THE RIGHT TO REJECT ALL BIDS AND HAVE MICHIGAN
COGENERATION SYSTEMS (MCS) PERFORM THIS WORK. THIS WILL
ONLY OCCUR IF THE LOWEST RESPONSIVE BID FOR THIS PROJECT
COMES IN SUBSTANTIALLY MORE THAN $244,000.
COUNTY OF SONOMA SHALL NOT BE LIABLE FOR
ANY COSTS INCURRED BY CONTRACTORS IN PREPARATION OF THEIR
BID.
Plans,
specifications, and proposal forms for bidding this
project can only be obtained at the Sonoma County
Department of Transportation and Public Works, 2300
County Center Drive, Suite B100, Santa Rosa, California
95403, upon payment of a non-refundable printing service
charge in the following amount:
half scale plans, specifications, and proposal forms =
$30.00 (including sales tax)
full scale plans = $20.00 (including sales tax)
full scale plans, specifications and proposal forms =
$50.00 (including
sales tax)
Checks shall be made payable to the County of Sonoma,
and shall be mailed or delivered in person to the
Department of Transportation and Public Works.

Each bid must be accompanied by a satisfactory bond
executed by an admitted surety insurer authorized to
transact business in the state or a certified check or
cashier's check issued by a responsible bank, made
payable to the order of the County of Sonoma in an
amount not less than ten percent (10%) of the total sum
of all items of the bid as a guarantee that the bidder
will enter into the proposed contract and provide the
required bonds within five (5) calendar days after the
contract has been awarded, should the same be awarded to
him.
The successful
bidder shall furnish both a payment bond and a
performance bond for the full amount of the contract.
It is understood and agreed that in accordance with
California Public Contract Code §22300, contractor will
be allowed to substitute securities for money withheld
by County to ensure performance under this Agreement.
In accordance with California Public Contracts Code,
Sections 4100 to 4113, inclusive, each bidder shall
provide a list giving the name and location of place of
business of each subcontractor who will perform a
portion of the contract work in an amount in excess of
one-half of one percent of the total bid or $10,000,
whichever is greater. In each instance, the nature and
extent of the work to be sublet shall be described.
The County of
Sonoma hereby notifies all bidders that it will
affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business
enterprises will be afforded full opportunity to submit
bids in response to this invitation and will not be
discriminated against on the grounds of race, color,
sex, or national origin in consideration for an award.
Liquidated damages
in the amount of One Hundred Fifty Dollars ($150) will be assessed
the contractor for each for each and every calendar day
the "Substantial Completion Date" is not met.
Pursuant to Section 1770 and following of the Labor
Code, the general prevailing rate of wages has been
determined by the Director of the California Department
of Industrial Relations. Bidders should contact the
Department of Industrial Relations at (415) 703-4774 for
General Prevailing Wage Rates on specific job
classifications. Future effective wage rates which have
been predetermined are on file with the California
Department of Industrial Relations and are referenced
but not printed in the General Prevailing Wage Rates.
Bidders are advised that if they intend to use a craft
or classification not on file on the general wage
determinations, they may be required to pay the wage
rate of that craft or classification most closely
related to it as shown in the general determinations.
The Board of Supervisors of the Sonoma County reserves
the right to reject any or all bids and to waive any
defect or irregularity in bidding.
