NOTICE TO CONTRACTORS
FOR CONSTRUCTION OF

 CENTRAL LANDFILL
LEACHATE AND COMPRESSED 
LANDFILL GAS PIPELINE PROJECT 

AKA

 CENTRAL DISPOSAL SITE 
LEACHATE PIPELINE AND WATER LINE REPLACEMENT PROJECT

Sealed bids will be received at the office of the Clerk of the Board of Supervisors, Room 100A, 575 Administration Drive, Santa Rosa, California  95403.

General Work Description:  The work to be done consists, in general, of constructing approximately 24,000 linear feet of double-walled, high density polyethylene (HDPE) pipeline between the Central Disposal Site to the city of Rohnert Park sewage transmission line at Rohnert Park Expressway and Stony Point Road.  Two pump stations will be constructed at the Central Disposal Site.  Approximately 6,340 feet of existing 6-inch water line will be replaced with an 8-inch HDPE pipe.

Bids will be received until the hour of 3:00 p.m., on March 3, 2005 (according to the wall clock in the reception area of the Clerk of the Board of Supervisors), at which time they will be transferred to the Sonoma County Board of Supervisors Caucus Room) where they will be publicly opened and read aloud by the Sonoma County Director of Transportation and Public Works or his designee. Said bids will be held for up to 90 days.

A mandatory pre-bid site visit is scheduled for this project on February 14, 2005 commencing at 10:00 a.m. in the Conference  Room at the Department of Transportation and Public Works, 2300 County Center Drive, Room B100, Santa Rosa, CA 95403.  The County has determined that, to prepare a proper bid, bidders should observe existing conditions.  Attendees will subsequently drive the pipeline alignment, and visit the landfill to observe the locations for the pump stations.  Transportation will not be provided.

The contractor shall possess a Class A license at the time of contract award.

Bids are required for the entire work described herein.  This contract is subject to the state contract nondiscrimination and compliance requirements pursuant to Government Code §12990.

Plans, specifications, and proposal forms for bidding this project can only be obtained at the office of the Sonoma County Department of Transportation and Public Works,  2300 County Center Drive, Suite B-100, Santa Rosa, CA 95403, upon payment of a nonrefundable printing service charge in the following amounts:

Half size plans, specifications and proposal forms  = $30.00  (including sales tax)

Full scale plans only   = $20.00  (including sales tax)

Full scale & half size plans, specifications and proposal forms    = $50.00  (including sales tax)

  Geotechnical report for the project     = $10.00  (including sales tax)

which amount shall not be refundable.  Checks shall be made payable to the County of Sonoma, and shall be mailed or delivered in person to the Department of Transportation and Public Works, 2300 County Center Drive, Suite B-100, Santa Rosa, CA 95403. Availability is expected to be February 9, 2005.

The successful bidder shall furnish both a payment bond and a performance bond for the full amount of the contract.

Each bid must be accompanied by a satisfactory bond executed by an admitted surety insurer authorized to transact business in the state or a certified check or cashier's check issued by a responsible bank, made payable to the order of the County of Sonoma in an amount not less than ten percent (10%) of the total sum of all items of the bid as a guarantee that the bidder will enter into the proposed contract and provide the required bonds within five (5) calendar days after the contract has been awarded, should the same be awarded to him.

It is understood and agreed that in accordance with California Public Contract Code §22300, contractor will be allowed to substitute securities for money withheld by County to ensure performance under this Agreement.

The Board of Supervisors of Sonoma County reserves the right to reject any or all bids and to waive any defect or irregularity in bidding. 

Liquidated damages in the amount of Fifteen Hundred  Dollars ($1,500) per day will be assessed the contractor for each day the "Substantial Completion Date" is not met.

Liquidated damages in the amount of Fifteen Hundred  Dollars ($1,500) per day will be assessed the contractor for each day the "Final  Completion Date" is not met.

Liquidated damages in the amount of Fifteen Hundred  Dollars ($1,500) per day will be assessed the contractor for each day contractor fails to comply with Water Pollution Control  These measures of liquidated damages shall apply cumulatively.

Pursuant to Section 1770 and following of the Labor Code, the general prevailing rate of wages has been determined by the Director of the California Department of Industrial Relations. Bidders should contact the Department of Industrial Relations at (415) 703-4774 for General Prevailing Wage Rates on specific job classifications.  Future effective wage rates which have been predetermined and are on  file with the California Department of Industrial Relations are referenced but not printed in the General Prevailing Wage Rates.  Bidders are advised that if they intend to use a craft or classification not on file on the general wage determinations, they may be required to pay the wage rate of that craft or classification most closely related to it as shown in the general  determinations.
