     NOTICE TO PLANHOLDERS
    FOR CONSTRUCTION OF

CENTRAL DISPOSAL SITE
LEACHATE & COMPRESSED LANDFILL GAS
PIPELINES PROJECT

COUNTY PROJECT NO. W06985
ADDENDUM NO. 3

The following changes are hereby deemed to be a part of the Contract Documents in full effect as if originally included.

GENERAL- 

1.      Notice to Proceed: The County anticipates a Notice to Proceed date of April 8, 2005.

DIVISION I-BIDDING REQUIREMENTS

1.      Document 00400, paragraph 4 Schedule of Bid Prices, Bid Item 13: DELETE description "Leak Detection Pull Boxes" and REPLACE with "NOT USED."  DELETE references to applicable section, quantity, and units.

2.      Document 00400, paragraph 4 Schedule of Bid Prices, Bid Item 26: DELETE "Continuous Cable Leak Detection" and REPLACE with "Leak Detection System."

DIVISION II-CONTRACTING REQUIREMENTS

1.      Document 00520 Agreement: Article 3.1 Contract Time, Second Paragraph DELETE paragraph and REPLACE with "Contractor shall achieve Substantial Completion, as defined in  Document 01420 References and Definitions, Paragraph 1.5B, Item 75, of the entire Work by November 1, 2005 as provided in Document 00700 (General Conditions).  Contractor shall achieve Final Completion of the entire Work and be ready for Final Payment in accordance with Document 01780 (Project Record Documents) by November 15, 2005."

2.      Document 00520, Article 4 Contract Sum Item 13: DELETE description "Leak Detection Pull Boxes" and Replace with "NOT USED."  DELETE references to applicable section, quantity, and units.

3.      Document 00520, Article 4 Contract Sum Item 26: DELETE "Continuous Cable Leak Detection" and REPLACE with "Leak Detection System."


DIVISION III-CONDITIONS OF THE CONTRACT

1.      Document 00800 ADD Section F:

F.      Coordination with on-site activities. "Coordinate activities with County to ensure that County's essential operations are not adversely affected. Of critical importance is the trucking of leachate from Leachate Pond 1 (LP1) and Leachate Pond 2 (LP2) for which the leachate pipeline will eventually replace the need for trucking.

   "The project drawings call for pump stations at both LP1 and LP2.  At LP1 trucks currently back in to load leachate via portable pump where the pump station is to be constructed (as was available to observe during pre-construction site visit). Trucking at LP2 should be less of a conflict because the trucks load below the pond in a different location than that called for the pump station.

   "Submit a detailed construction schedule for the installation of the of the pump stations. County will manage its leachate levels in LP1 so as to provide Contractor 5 consecutive days (Monday - Friday) with no trucking at LP1 to allow Contractor to work on foundation for pump station at LP1 including piping related to the foundation.  County will continue to truck leachate from below LP2.   County may then resume trucking at LP1 for up to 2 weeks should County need to control pond level.  County will then cease trucking again at LP1 for 5 consecutive days while Contractor installs pump station at LP1.  The second shut down of trucking at LP1 shall be coordinated with Contractor's construction schedule. The County retains right to resume trucking for up to two weeks immediately after Contractor's construction of pump foundation.

   "Contractor will be allowed to work at either LP1 or LP2 while trucking is occurring but must not impede trucking operation.  Should County receive a legitimate claim for standby or delays from trucking firm, Contractor shall reimburse County for added cost caused by Contractor."

DIVISION IV-TECHNICAL SPECIFICATIONS

1.      Document 01100 Summary: Paragraph 1.14 Construction Staking and Monument Protection. DELETE parts A through G and REPLACE with the following:

"A. Contractor shall provide construction staking in accordance with Document 01720 Field Engineering.

"B. Existing monuments shall be protected. Contractor shall employ a licensed Land Surveyor to replace any monuments disturbed by the Contractor. Any monument disturbed by the Contractor which is not directly affected by Work shall be replaced by the Contractor at the Contractor's expense."

2.      Document 01270, Paragraph 2.13:  DELETE paragraph and REPLACE with "NOT USED." CLARIFICATION: Leak detection pull boxes shall be included in the lump sum price paid for the Leak Detection System under Bid Item 26.

3.      Document 01270, Paragraph 2.26:  DELETE paragraph and REPLACE with paragraph 2.26 as follows:

            "2.26 LEAK DETECTION SYSTEM (Bid Item No. 26)

            "A.      Measurement for payment for the leak detection system as shown on the contract drawings and as specified in Section 13850 "Leak Detection and Location Systems," shall be based upon the designing and providing of the leak detection system, per paragraph 1.1B, "Scope," of this section.

            "B.      Payment for the leak detection system shall be made at the bid price for the lump sum price named in the Bid Form under Item No. 26 Leak Detection System for all such work as required per the Contract Documents."

4.      Document 01720, Paragraph 1.3A: DELETE first sentence and REPLACE with "The Engineer has established sufficient temporary horizontal and vertical control points prior the beginning of construction to enable the Contractor to layout the Work.."

5.      Document 01720 Field Engineering, Paragraph 1.3D:  DELETE sentence and REPLACE with "A monumented survey line has been provided by the Engineer as a base line for horizontal control on the project area."

6.      Document 01720 Field Engineering, Paragraph 1.3E:  DELETE second sentence and REPLACE with "The elevation of each temporary bench mark will be marked at each temporary bench mark in the field by the Contractor."

7.      Document 01720 Field Engineering, Paragraph 1.5B: DELETE paragraph.

8.      Document 02315 Utility Earthwork, Paragraph 2.1B: DELETE description for Type 1 backfill and REPLACE with the following.

"Sand shall be material with 100 percent passing a ¾-inch sieve, at least 80 percent passing a 3/8-inch sieve, 35-55 percent passing a No. 4 sieve, 0-15 percent passing a No. 200 sieve, and a sand equivalent value not less than 30."

9.      Document 02445 Boring and Jacking, Paragraph 1.4: ADD subparagraph F "The subsurface sampling by Caltrans District 3 at the intersection of Stony Point Road and Highway 116 detected low levels of dissolved gasoline contamination. The reported concentrations were below the Department of Health standards for drinking water."

10.  Document 02445 Boring and Jacking, Paragraph 1.4: ADD subparagraph G "Because of potential seasonal fluctuations of ground water table, water may or may not be present in the jacking pit. If water is encountered, Caltrans recommends that the Contractor over-excavate the jacking pit and line the pit with fabric and drain-rock in order to provide an area from which to collect water.  The sump, from which to pump, shall be excavated at the lower end.  Contractor shall monitor discharge to prevent migration of fines.  Dewater shall be pumped to storage container for discharge to sanitary sewer system. Contractor shall obtain discharge permit from the governing agency prior to any discharge to any sewer.

11.  Document 02445 Boring and Jacking, Paragraph 3.1B: ADD subparagraphs 1 and 2 below:

            1.    Adequately fence boring and receiving pits with 6' chain link fence or have Type K barrier placed around pits. For the crossing of Highway 116, K-rail protection along the traveled way shall be used at the southerly pit.

            2.   Shore pits according to Cal-OSHA MINIMUM REQUIREMENTS. Shoring for jacking and receiving pits located within 15' of traffic lanes on a State highway shall not extend more than 36" above pavement grade unless otherwise authorized by a Caltrans' representative. Reflectors shall be affixed to the shoring on the sides facing traffic. Around the perimeter of the pits shall be in place a 6' chain link fence during non-working days. If pipe is in roadway, place steel plate pit in accordance with Section 02315, paragraph 2.4 STEEL PLATE.

12.  Document 02445 Boring and Jacking, Paragraph 3.1: ADD subparagraph F "Bore and jack crossing of Highway 116 shall have a survey grid installed and monitored daily during the jacking operation. If the roadway settles more than 10mm, the jacking operation shall cease until such time as a mitigation plan can be delivered to the State by the Contractor."

13.  Document 13850 Leak Detection and Location Systems: DELETE section and REPLACE with SECTION 13850 Leak Detection and Location Systems, attached.

PLANS-

1.      G004, Details 1 through 4. DELETE "3-9" percent passing a number 200 sieve and REPLACE with "0-15%" passing a number 200 sieve.

2.      C503, Detail 5. CLARIFICATION: Contractor shall provide fabricated HDPE tee and reducers sized adequately to dual contain an 8" full port Nordstrom valve or equivalent.

3.      The project drawings are reissued with this Addendum:

RESPONSES TO WRITTEN QUESTIONS- 

All questions submitted by the deadline for written questions of February 23, 2005 have been answered within Addenda Nos. 1 and 2.
