GENERAL-  

DIVISION I-BIDDING REQUIREMENTS 

1.   Table of Contents, pages 1 & 2, change "SECTION" to "DOCUMENT."

DIVISION III-CONDITIONS OF THE CONTRACT

DIVISION IV-TECHNICAL SPECIFICATIONS

1.      All references to Construction Quality Assurance (CQA) Consultant shall mean the County.

2.      All references to Construction Quality Assurance (CQA) Plan shall refer to Document 01450, Quality Control, unless otherwise stated below:

a.       Document 02210, paragraph 1.1C: DELETE paragraph and REPLACE WITH "Review with County in the field the location, limits, and method to be used prior to commencing the work under this section"

b.      Document 02210, paragraph 1.5: DELETE paragraph.

c.       Document 02300, paragraph 3.3A: DELETE paragraph and REPLACE WITH "Placement of the soil shall not commence until quality control conformance evaluations by the County of previous work are complete, including evaluations of the Contractor's survey results to confirm that the previous work was constructed to the required grades, elevations, and  thicknesses. Should the Contractor begin the work on this section prior to the completion of quality control and County evaluations, he does so at his own risk. The Contractor shall account for the quality control conformance evaluation in his schedule."

d.      Document 02510, paragraph 1.4D: DELETE paragraph and REPLACE WITH "The installation of pipe and fittings will be monitored by the Engineer."

e.       Document 02510, paragraph 1.4E: DELETE paragraph.

f.        Document 02510, paragraph 1.5I: ADD sentence to end of paragraph "Fusion equipment shall be operated only by technicians who have been certified by the pipe manufacturer or supplier and who have a minimum of five (5) years of experience fusion welding 8-inch or larger diameter pipelines. The tech­ni­cian's experience shall be documented in the HDPE pipe submittal, including a current (within the past three years) training certificate."

g.       Document 02515, paragraph 1.4D: DELETE paragraph and REPLACE WITH "The installation of pipe and fittings will be monitored by the Engineer."

h.       Document 02515, paragraph 1.4E: DELETE paragraph.

i.         Document 02530, paragraph 1.4D: DELETE paragraph and REPLACE WITH "The installation of pipe and fittings will be monitored by the Engineer."

j.        Document 02530, paragraph 1.4E: DELETE paragraph.

3.      Document 01270, paragraph 2.28, AMEND title to read "INSTALL HDPE WATER LINE" (Bid Item No. 28).

4.      Document 01270, paragraph 2.28B, AMEND last sentence to read "named in the Bid Form under Item No. 28, Install HDPE Water Line."

5.      Document 01270, ADD paragraph 2.37, Hazardous Waste Disposal (Bid Item No. 37), with the following two parts:

            a.    Hazardous Waste Disposal shall not be measured.

            b.    Payment for hazardous material disposal shall be performed on a force account basis for all work associated with removing and disposing of unknown hazardous waste or contaminated material affecting project.

6.   Document 01270, ADD paragraph 2.38, Demolish Asphalt Concrete Pavement (Bid Item No. 38), with the following two paragraphs:

            a.      Measurement for payment of Demolish Asphalt Concrete Pavement shall based on removal and disposal of existing asphalt concrete pavement at the Pump Station No. 2 location, prior to the installation of the pump station.

            b.      Payment for demolishing asphalt concrete pavement shall be made a the bid price for square foot named in the Bid Form under Item No. 38, Demolish Asphalt Concrete Pavement, for all such work as required by the Contract Documents.

7.   Document 01270, ADD paragraph 2.39, 6-inch HDPE Pipe (Heavy Metal Removal Plant) (Bid Item No. 39), with the following two paragraphs:

            a.      Measurement for this item shall be by the linear foot for the actual amount of pipe bends, and appurtenances placed as measured along the lines constructed. Measurement shall be along the centerline of the pipe through the bends, tees, and valves and conform to paragraph 1.1B, "Scope," of this section.

            b.      Payment shall include full compensation for all materials, labor and equipment necessary to furnish and install the pipe complete in place as shown on the Plans and specified, including (but not limited to) minor clearing and grubbing, location of utilities, excavation, trench shoring and bracing, bedding, installation of pipe tie-ins, cover material, all concrete, controlled low strength material, thrust blocks or restrained joints, control of grade, compaction of bedding and cover, control of groundwater, backfilling and compaction, ditch regrading, testing, flushing, restoration of road section, including compaction and cleanup, as named in the Bid Form under Item No 39, 6-inch HDPE Pipe.

8.   Document 01270, ADD paragraph 2.40, Check Valve-Ductile Iron, (Bid Item No. 40) with the following two paragraphs:

            a.      Measurement for payment for the ductile iron check valves, valve boxes and appurtenances, as shown on the contract drawings, shall be based upon installation of the valve, box, and appurtenances per paragraph 1.1B, "Scope," of this section. 

            b.      Payment for ductile iron check valves shall be made at the bid price for each unit named in the Bid Form under Item No. 40 Check Valve-Ductile for all such work as required per the Contract Documents.

9.   Document 02740, paragraph 1.3, ADD paragraph 1.3C, "California Stormwater Quality Association, Stormwater Best Management Practice Handbook."

10. Document 02740, paragraph 3.7, ADD paragraph 3.7B, "Vacuum saw-cut slurry and remove from site. Cover or barricade storm drains and drainage ditches during sawcutting to contain slurry."

PLANS-

1.      CLARIFICATION: Survey control points (symbols, point number, coordinates and descriptions) are shown on drawing G005.  Symbols for the control points are shown on the project plan and profile sheets.

2.      The following project drawings are reissued with this Addendum:

 RESPONSES TO WRITTEN QUESTIONS-

Question 1.          Specification #02510, Water Distribution:  The spec allows the use of either PVC CL200 C900 or HDPE SDR-9 fusion pipe.  Your bid sheet only references HDPE.  Based on the written spec, can we use either?

 Answer:  The water line can either be PVC or HDPE, meeting the requirements of Section 02510.

 Question 2.          Specification #13850, Leak Detection:  Our suppliers have indicated a number of issues with this system.  Due to the dual system, condensation builds up in the casing pipe and sends false readings to the leak detection system.  This could be a problem down the road.  How does the County expect to handle this issue?

Answer: Condensation can be drained after initial assembly of the piping system. Leak detection sensitivity can be adjusted to eliminate false alarms from small pockets of condensation.

Question 3.          Specification #02001, Field screening of Potentially contaminated soil/ground water:  It appears this section is related to the gas main which in NIC.  Should we be concerned with this requirement for the current project?

Answer: During County discussions, Caltrans reported: "The subsurface sampling by Caltrans District 3 at the intersection of Stony Point Road and Highway 116 detected low levels of dissolved gasoline contamination. The reported concentrations were below the Department of Health Standards for drinking water."  Contractor shall include field screening the soil excavated which is associated with bore and jack operations, including excavation of the jacking pits.

Question 4.          Can excess spoil be disposed of at Mecham Dumps at no cost since this is a County project?  Additionally, soils have been tested already by Taber Consultants, who could supply these results directly to the landfill to avoid the testing requirements.

 Answer:  The Central Disposal Site will accept the disposal of project soils, at no cost to the Contractor, if the soils are shown to meet the soil quality requirements of the Central Disposal Site. Taber performed geotechnical investigations of the pipeline alignment to provide recommendations for design. Taber did not precharacterize the soil for disposal at a landfill. The Contractor shall be responsible for coordinating and testing of soil for disposal as included in the various items paid for the work.

Question 5.          Plan sheet C158 identifies to 8" single containment and 6" HDPE heavy metal pipeline.  What bid item identifies the 6" HDPE heavy removal pipeline?  Can the 8" single containment and 6" HDPE heavy metal be installed in a joint trench?  If so, please provide a detail for the joint trench.

Answer: Bid item for the 6-inch HDPE heavy metal pipeline has been added as part of this addendum. Yes, the 8" HDPE and 6" HDPE can be placed in a joint trench. A detail is provided as part of this addendum.

Question 6.          Plan sheet C159 contains the pump station plan sites:  What are the "pay limits" for each pump station?  Pump station #1 references 8" Ball Valve and another ball valve (without size) PRV vault.  In what bid item # do we include the 8" ball valve and ball valve & PRV Vault?  Please provide a detail for the size of the ball valve & vault.

Answer: Pay limits for the pump station shall include all work between the end of the section piping through the pump station, to and including the 8-inch check valve.  8-inch ball valve shall be paid for under Bid Item No. 4. Ball valve associated with PRV is specified in Section 11610 and paid for under Bid Item No. 24, Refrigerated Sampling Station. PRV Vault shall be a Christy box as specified on sheet C159. Diagram included with the addendum shows intent of PRV, vault, ball valve and its relationship to the sampling station. (See attached Sheet 1, Sampling Station clarification)

Question 7.          Plan sheet C502, Leachate air break vault detail (2).  A note references a protective lining for concrete vault walls.  Please specify what is required for protective lining.

Answer: Detail for the leachate air break vault has been removed in this addendum. See new detail for leachate air release valve.

Question 8.          Plan Sheet C105/C153 (detail (1) notes to abandon the existing 6" ACP WL in place).  We understand the Leachate pipe will remove the existing 6" WL due to the alignment.  Although the new 8" WL parallels the existing main.  Can the existing 6" WL be abandoned in place where the line is parallel in place of removal and disposal?

Answer: New 8-inch water line is to be installed on the easterly side of the road. Existing waterline is located on the westerly side of the road. Existing 6-inch ACP water main, not in conflict with the leachate pipeline, as design, can be abandoned in place.  Abandoned pipe shall have ends plugged with concrete for the first 2 feet of the pipe, each end. Abandoned valves shall be closed and have the valve box and cover removed. Contractor shall not relocate leachate pipe to avoid ACP demolition. Demolition and removal of exiting valves shall be included in Bid Item No 27, Demolish Existing 6-inch Water Line.

Question 9.          ESA temporary fence:  G004 requires ESA temp fencing adjacent to edge of roads.  In Pre-bid meeting discussions about installing ESA fence only in specific areas as required.  Please clarify stations where ESA temporary fence is required.

Answer: ESA temporary fencing will be required adjacent to ESA areas shown on the drawings. ESAs are shaded on the drawings sheets. Contractor can anticipate at least 100 feet of temporary fencing will be required on each side crossing water ways or creeks.

Question 10.      Plan Sheet C505, detail #3, flow meter:  This detail indicates (2) two each pressure gauge assemblies mounted on the 8" dip.  Please clarify the MFGR and gauge reading ranges for these pressure gauges. 

Answer: Pressure gauges shall be Ashcroft, Wika, or equivalent. Gauges shall be specifically designed for corrosive environments, diaphragm type, liquid filled, with 316 stainless steel case, tubes and movement. Pressure readings from 0 to 60 psi.

Question 11.      Plan Sheet C154 indicates a 1 ½" water service to be reconnected off the new 8" water main.  In which bid item do we include the 1 ½" water service and reconnect?

Answer: 1 ½-inch water service to be included in the unit price paid under Bid Item 28, 8-inch Water Line.

Question 12.      Plan Sheet C502, Detail 2 Leachate Air Break.  Please clarify size of vault required for leachate air break.

Answer: Detail removed and replaced as part of this Addendum.

Question 13.      Please clarify how the dual containment pipeline with the steel casing is paid for.  We believe it is covered under the dual containment bid item but we are not sure, please clarify.

Answer: The cost of the HDPE dual containment pipe through all steel casings will be paid for in the linear foot price Bid for Item 5, HDPE Dual Containment Pipe and Fittings. The cost of furnishing and installing the steel casings  and all other work associated with the steel casings will be paid for in Bid Item 8, Bore & Jack Under Crossing-Leachate; Item 9, Open Cut Casing Installation-Leachate; and Item 10, Bridge Crossings.

Please fill out the Addendum section of the Bid Form [Division I, Section 00400, Page 1, 3(a)] acknowledging receipt of this Addendum No. 1.
