NOTICE TO CONTRACTORS
FOR CONSTRUCTION OF

CENTRAL LANDFILL SITE
EAST CANYON EXPANSION
PHASES I/, PART 2

COUNTY PROJECT NO. W06988

Sealed bids will be received at the office of the Clerk of the Board of Supervisors, Room 100A, 575 Administration Drive, Santa Rosa, California 95403 on April 3, 2002, until the hour of 3:00 p.m. (according to the wall clock in the reception area of the office of the Clerk of the Board of Supervisors). They then will be transferred to the Sonoma County Counsel's Office Conference Room where they will be publicly opened and read aloud by the Sonoma County Director of Transportation and Public Works or his designee. Said bids will be referred to the Sonoma County Board of Supervisors for consideration at their next regularly scheduled meeting, on or before April 30, 2002.

General Work Description: The work to be done consists, in general, of constructing the next phase of the Central Landfill East Canyon Expansion (Part 2 of Phases I/II). The Part 2 expansion lies immediately adjacent to the to-be-operating Part 1 area of the landfill. The work will include approximately 395,000 cubic yards of earth work, including approximately 35,000 cubic yards of hard rock drilling and blasting, expansion of a geosynthetic liner system, leachate and collection system piping, drainage improvements, roadways, abandonment of groundwater wells, and placement of erosion control.

THERE IS A MANDATORY PRE-BID MEETING SCHEDULED FOR THIS PROJECT ON MARCH 14, 2002, AT 10:00 A.M. AT LANDFILL OPERATIONS ADMINISTRATION BUILDING, 500 MEACHAM ROAD, PETALUMA, CA. ATTENDANCE IS MANDATORY TO BID ON THIS PROJECT. THE PRE-BID MEETING WILL BE HELD BY REPRESENTATIVES FROM THE TRANSPORTATION AND PUBLIC WORKS DEPARTMENT. BIDDERS NOT ATTENDING THIS MANDATORY MEETING WILL NOT BE ELIGIBLE TO BID ON THE PROJECT.

The Contractor shall possess a California Class A license at the time of contract award.

Bids are required for the entire work described herein. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code §12990.

Plans, specifications, and proposal forms for bidding this project can only be obtained at the Sonoma County Department of Transportation and Public Works, 2300 County Center Drive, Suite B100, Santa Rosa, California 95403, upon payment of a non-refundable printing service charge in the following amount:

half scale plans, specifications, and proposal forms = $30.00 (including sales tax)
full scale plans  = $20.00 (including sales tax)
complete set of  plans, specifications and proposal forms = $50.00 (including sales tax)
 
Checks shall be made payable to the County of Sonoma, and shall be mailed or delivered in person to the Department of Transportation and Public Works.

Each bid must be accompanied by a satisfactory bond executed by an admitted surety insurer authorized to transact business in the state or a certified check or cashier's check issued by a responsible bank, made payable to the order of the County of Sonoma in an amount not less than ten percent (10%) of the total sum of all items of the bid as a guarantee that the bidder will enter into the proposed contract and provide the required bonds within five (5) calendar days after the contract has been awarded, should the same be awarded to him.

The successful bidder shall furnish both a payment bond and a performance bond for the full amount of the contract.

It is understood and agreed that in accordance with California Public Contract Code §22300, contractor will be allowed to substitute securities for money withheld by County to ensure performance under this Agreement.

In accordance with California Public Contracts Code, Sections 4100 to 4113, inclusive, each bidder shall provide a list giving the name and location of place of business of each subcontractor who will perform a portion of the contract work in an amount in excess of one-half of one percent of the total bid or $10,000, whichever is greater. In each instance, the nature and extent of the work to be sublet shall be described.

Liquidated damages in the amount of Two Hundred Fifty Dollars ($150) will be assessed the contractor for each for each and every calendar day the "Substantial Completion Date" is not met.

Pursuant to Section 1770 and following of the Labor Code, the general prevailing rate of wages has been determined by the Director of the California Department of Industrial Relations. Bidders should contact the Department of Industrial Relations at (415) 703-4774 for General Prevailing Wage Rates on specific job classifications. Future effective wage rates which have been predetermined are on file with the California Department of Industrial Relations and are referenced but not printed in the General Prevailing Wage Rates. Bidders are advised that if they intend to use a craft or classification not on file on the general wage determinations, they may be required to pay the wage rate of that craft or classification most closely related to it as shown in the general determinations.

The Board of Supervisors of the Sonoma County reserves the right to reject any or all bids and to waive any defect or irregularity in bidding.
