NOTICE TO CONTRACTORS
FOR CONSTRUCTION OF

CENTRAL LANDFILL SITE
EAST CANYON EXPANSION
PHASE IV

COUNTY PROJECT NO. W06887 (aka W06988)

Sealed bids will be received at the office of the Clerk of the Board of Supervisors, Room 100A,  575 Administration Drive, Santa Rosa, California  95403 on  June 18, 2003 until the hour of 3:00 p.m. (according to the wall clock in the reception area of the office of the Clerk of the Board of Supervisors).  They then will be transferred to the Sonoma County Counsel's Office Conference Room where they will be publicly opened and read aloud by the Sonoma County Director of Transportation and Public Works or his designee.  Said bids will be referred to the Sonoma County Board of Supervisors for consideration at their next regularly scheduled meeting, on or before July 15, 2003. 

General Work Description:  The work to be done consists, in general, of constructing the next phase of the Central Landfill East Canyon Expansion, Phase IV.  The work will include earth work, hard rock drilling and blasting, expansion of geosynthetic liner system, leachate collection system piping, drainage improvements, roadways, placement of sacrificial liner, and erosion control.

There is a mandatory pre-bid meeting scheduled for this project on May 28, 2003 at 10:00 a.m.  at Landfill Operations Administration Building, 500 Mecham Road, Petaluma, CA.  Attendance is mandatory to bid on this project.  The pre-bid meeting will be held by representatives from the Transportation and Public Works Department.  Bidders not attending this mandatory meeting will not be eligible to bid on the project. 

The contractor shall possess a Class A license at the time of contract award.

Bids are required for the entire work described herein. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code §12990.

Plans, specifications, and proposal forms for bidding this project can only be obtained at the Sonoma County Department of Transportation and Public Works, 2300 County Center Drive, Suite B100, Santa Rosa, California 95403, upon payment of a non-refundable printing service charge in the following amounts:

half size plans, specifications, and proposal forms = $30.00 (including sales tax)
full size plans only  = $20.00 (including sales tax)
full size plans, specifications and proposal forms = $50.00 (including sales tax)
 
Checks shall be made payable to the County of Sonoma, and shall be mailed or delivered in person to the Department of Transportation and Public Works.

Each bid must be accompanied by a satisfactory bond executed by an admitted surety insurer authorized to transact business in the state or a certified check or cashier's check issued by a responsible bank, made payable to the order of the County of Sonoma in an amount not less than ten percent (10%) of the total sum of all items of the bid as a guarantee that the bidder will enter into the proposed contract and provide the required bonds within five (5) calendar days after the contract has been awarded, should the same be awarded to him.

The successful bidder shall furnish both a payment bond and a performance bond for the full amount of the contract.

It is understood and agreed that in accordance with California Public Contract Code §22300, contractor will be allowed to substitute securities for money withheld by County to ensure performance under this Agreement.

In accordance with California Public Contracts Code, Sections 4100 to 4113, inclusive, each bidder shall provide a list giving the name and location of place of business of each subcontractor who will perform a portion of the contract work in an amount in excess of one-half of one percent of the total bid or $10,000, whichever is greater. In each instance, the nature and extent of the work to be sublet shall be described.

The County of Sonoma hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to ths advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin or other prohibited basis in consideration for an award.

Liquidated damages in the amount of Fifteen Hundred Dollars ($1,500) will be assessed for each and every calendar day's delay in finishing the work in excess of the number of working days prescribed in the contract.

Pursuant to Section 1770 and following of the Labor Code, the general prevailing rate of wages has been determined by the Director of the California Department of Industrial Relations. Bidders should contact the Department of Industrial Relations at (415) 703-4774 for General Prevailing Wage Rates on specific job classifications. Future effective wage rates which have been predetermined are on file with the California Department of Industrial Relations and are referenced but not printed in the General Prevailing Wage Rates. Bidders are advised that if they intend to use a craft or classification not on file on the general wage determinations, they may be required to pay the wage rate of that craft or classification most closely related to it as shown in the general determinations.

The Board of Supervisors of the Sonoma County reserves the right to reject any or all bids and to waive any defect or irregularity in bidding.
