NOTICE TO PLANHOLDERS
FOR CONSTRUCTION OF

FALL 2002 OVERLAYS

ADMINISTRATION DRIVE AND SLUSSER ROAD
(COUNTY ROAD NO. 7903A & 7903B)
IMPROVEMENTS

COUNTY PROJECT NOS. C02407 AND C02411

  ADDENDUM NO. 1

I.     Changes to the Plans: 

A.  The drawing entitled "Staging Area" depicted as the area bounded by Fiscal Drive, Administration Drive and Mendocino Avenue is hereby deleted. 

B.  The new drawings "Location Map," "Stockpile Area," and "Straw Wattle Details" are incorporated as part of the contract documents.

II.    Changes to the Contract Specifications: 

        A.  Section 10-1.01, "ORDER OF WORK," pages SP-38 and SP-39, replace the second paragraph - "Administration Drive shall be constructed prior to or concurrent with Slusser Road.  The County reserves the right to delay the start of construction of Slusser Road until suitable weather in Spring 2003" - with the following: 

"The Contractor shall not begin site work on this project until May 15, 2003. 

"The Contractor may request, in writing, for approval by the Engineer to start work prior to May 15, 2003.  It shall be the sole discretion of the Engineer to approve the start of work prior to May 15, 2003." 

        B.  Section 10-1.08, "TEMPORARY FENCING," on pages SP-41 and SP-42 is deleted. 

        C.  Section 10-1.15C, "REMOVE BASE AND SURFACING," replace the last five paragraphs on page SP-51 with the following:  

"The Contractor shall stockpile the removed base and surfacing ("surplus material") at the stockpile area as shown on the plans.

"Full compensation for all costs involved in stockpiling surplus material, including all costs in connection with hauling and depositing in conformance with the current Uniform Building Code and for obtaining any necessary permits, licenses, environmental clearances, and for complying with their requirements shall be considered as included in the contract prices paid for the various items which generated the surplus material and no additional compensation will be allowed therefore. 

"Removing base and surfacing will be measured and paid for by the cubic yard." 

        D.  Add the following new Section 10-1.21, "CLEARING AND GRUBBING," to the contract specifications: 

10-1.21    CLEARING AND GRUBBING:  Clearing and grubbing shall conform to the  provisions  in  Section 16, "Clearing and Grubbing," of the Standard Specifications and these Special Provisions. 

Any  necessary  pruning  of  tree  branches  shall  conform  to the "Pruning Guidelines" adopted by the State Department of  Forestry  and  Fire  Protection, Coast Region. 

When  excavating  within  the  root  zones of trees to remain, care shall be taken to minimize damage to the  tree  root  system. All  roots  one  inch  in diameter  or  greater  exposed during excavation shall be cut cleanly by hand at the surface of the excavation.  Roots shall be cut as they are exposed until the finish grade of the excavation is reached. 

Full compensation for saw cutting shall be considered  as  included  in  the contract lump sum price paid for clearing and grubbing and no additional compensation will be allowed therefore. 

All existing vegetation, outside the areas to be cleared and grubbed, shall be protected from injury or damage resulting from the Contractor's operations.  The Contractor shall be prohibited from parking its equipment or stockpiling materials within the drip line of trees in the project area.

All activities controlled by the Contractor, except cleanup or  other  required work, shall be confined within the graded areas of the roadway. 

Nothing  herein  shall  be  construed as relieving the Contractor of his responsibility for final cleanup of the highway as provided in  Section  4-1.02, "Final Cleaning Up," of the Standard Specifications.

E.   Add the following new Section 10-1.22, "EROSION CONTROL," and subsection 10-1.22A, "EROSION CONTROL TYPE D," to the contract specifications: 

10-1.22    EROSION  CONTROL: Erosion  control  shall conform to the provisions of Section 20-3, "Erosion  Control," of the Standard Specifications and these Special Provisions. 

10-1.22A EROSION  CONTROL (TYPE D):  This work shall consist of hydroseeding  erosion control material consisting of a mixture of fiber, seed, fertilizer, stabilizing emulsion, and water to all disturbed areas as directed by the Engineer.  

Seed shall consist of the following:

                                *Pounds of seed exclusive of any coating material per acre of slope.    

Seed shall be of a quality which has a minimum pure live seed content to 80% (% purity x % germination). 

Fertilizer shall be Ammonium Phosphate and contain a minimum of 16% nitrogen, 20% available phosphoric acid and 0% water soluble potash, uniform in composition, dry and free flowing, pelleted or granular. 

All fertilizer shall be delivered in unbroken or unopened containers, labeled in accordance with applicable State regulations and bearing the warranty of the producer for the grade furnished. 

Fertilizer shall be applied at the rate of 400 pounds per acre measured on slope. 

Straw shall be new straw derived from rice, wheat, or oats, and be free of mold and noxious weed seed. 

Straw shall be furnished in air dry bales. 

Straw shall be applied at the total rate of two tons per acre (slope measurement), the exact rate to be determined by the Engineer. 

Seed shall be mixed on the project site in the presence of the Engineer. 

The  Erosion  Control  (Type D) materials shall be mixed and applied in  two applications as follows. The first application shall consist  of  the  following:

                         The second application shall consist of the following:

                                Water                     as needed for application
                                Stabilizing Emulsion  as recommended by manufacturer

The hydroseeding shall comply with Section 20-3.04B, "Hydroseeding," except that the following conditions shall be added to that section:  

1.   Seed shall not remain in the slurry longer  than  thirty  minutes.  The slurry  shall be continuously mixed and shall be mixed for at  least five minutes after the  last  addition before  application  starts. 

2.   The  slurry  shall  be  applied  at a rate that is non-erosive and  minimizes runoff.

F.  Add the following new Section 10-1.23, "STRAW WATTLES," to the contract specifications:

10-1.23   STRAW WATTLES:  Straw wattles shall comply with the details shown on the plans. 

Straw wattles shall be measured by the linear feet of installed wattles. 

The contract price paid per linear foot for straw wattles shall include full compensation for furnishing all labor, materials, tools, equipment, and incidentals, and for doing all the work involved in furnishing and placing the wattles including stakes and no separate payment will be made therefore.

III.  Changes to the Engineer's Estimate: 

"A.  Administration Drive - Paulin Drive to Fiscal Drive": 

1. The correct Item Total for Item 3A, "Flagging," is $3,600.00. 

                 2. Add new Item 6A, "Clearing and Grubbing," (Item Code No. 160101); the quantity is 1.00 Lump Sum. 

                 3. Add new Item 8A, "Erosion Control Type D," (Item Code No. 203015); the quantity is 100.00 Square Yards. 

                 4. Add new Item 9A, "Straw Wattles," (Item Code No. 203027); the quantity is 400.00 Linear Feet. 

The insertion of the new bid items to part "A" of the Engineer's Estimate has caused the items to renumber. 

"C.   Administration Drive - Fiscal Drive to Mendocino Avenue" - Alternate: 

         1. Item 3C, "Flagging," the quantity is changed to 1,000.00. 

Please replace pages SP-3, SP-4, BB-3, BB-4, BB-5, BB-16, BB-17 and BB-18 with the attached revised pages Add1 SP-3, Add1 SP-4, Add1 BB-3, Add1 BB-4, Add1 BB-5, Add1 BB-16, Add1 BB-17 and Add1 BB-18 to reflect the changes.

Please fill out the Addendum Acknowledgment sheet in the Proposal (page BB-6 of the Bidder's Book) verifying your receipt of this Addendum.
