NOTICE TO ALL PLANHOLDERS
FOR CONSTRUCTION OF

STORM DRAIN IMPROVEMENTS

FOR

CANYON THREE ROAD

IN RIO NIDO

COUNTY PROJECT NO. C00008

ADDENDUM NO. 2

I. Changes to Information to Contractors:

Page "i," Information for Contractors: the following paragraph is added after the second paragraph:

Sonoma County owns property along Upper Canyon Three Road that is available to the Contractor for staging and storage of materials.

II. Changes to the Special Provisions:

A.Page SP-30, Section 5-1.23, "Removal of Asbestos and Hazardous Substances," the following sentence is added to the end of the first paragraph:

Removal and disposal of asbestos cement water pipe is addressed in Section 10-1.34A of these Special Provisions.

B. Section 5-1.30, "Contaminated Material," is added to the Special Provisions as follows:

5-1.30 CONTAMINATED MATERIAL:

5-1.30A GENERAL: Attention is directed to "Earthwork" of these Special Provisions regarding the removal and disposal of contaminated material.

No contaminated material shall be deposited on public roads. The Contractor shall indemnify the State and County from any costs due to spillage during the transport of the contaminated material to the disposal facility.

All contaminated material on exteriors of transport vehicles shall be removed and placed either into the current transport vehicle or the excavation prior to the vehicle leaving the construction area.

Disposal of additional material resulting from the Contractor's option to slope the excavations in lieu of shoring at locations where this is possible or any excavation operations outside structure excavation pay limits will be at the Contractor's expense.

5-1.30B APPLICABLE RULES AND REGULATIONS: Excavation, transport and disposal of contaminated material shall be in accordance with the rules and regulations of the following agencies:

United States Department of Transportation (DOT)

United States Environmental Protection Agency (USEPA)

California Environmental Protection Agency (CAL-EPA)

1. Department of Toxic Substance Control (DTSC)

2. Integrated Waste Management Board

3. Regional Water Quality Control Board, Region 2 (RWQCB)

4. State Air Resources Board

Bay Area Air Quality Management District (BAAQMD)

California Division of Occupational Safety and Health Administration (CAL-OSHA)

5-1.30C PERMITS AND LICENSES: The Contractor shall procure all permits and licenses, pay all charges and fees, and give all notices necessary and incident to the due and lawful prosecution of the work, including registration for transporting vehicles carrying the contaminated material. The California Environmental Quality Act (CEQA) of 1970 (Chapter 1433, Stats. 1970), as amended by Chapter 1154 Stats. 1972, may be applicable to permits, licenses and authorizations which the Contractor shall obtain from all agencies in connection with performing the work of the contract. The Contractor shall comply with the provisions of said statutes in obtaining such permits, licenses and other authorizations.

The Engineer has obtained the Environmental Protection Agency Generator Identification No. CAC002293833 and Board of Equalization Identification No. HAEF36-027849 as the State is the Generator.

C. Page SP-50, Section 10-1.04, "Work Within Waterways," paragraph one is revised to read:

10-1.04 WORK WITHIN WATERWAYS: Work in the Canyon Three Creek can affect the existing fish habitat. To minimize the effect, work shall be performed in the waterway as approved by the Department of Fish and Game. Work performed in the waterway shall be in conformance with the requirements in Section 7-1.01G, "Water Pollution," of the Standard Specifications.

D. Page SP-50, Section 10-1.04, "Work Within Waterways," paragraph two is revised to read:

All work in the creek channel shall be done between June 15 and October 15, when the creek is dry.

E. Page SP-52, Section 10-1.10, "Tree Protection; Temporary Fencing," the first sentence of the first paragraph is revised to read as follows:

10-1.10 TREE PROTECTION; TEMPORARY FENCING: The Contractor shall install a minimum 4-foot-high temporary plastic mesh type construction fencing (Tensor Poly-grid GF or equivalent) around the Tree Protection Zone of trees per the construction plans and as directed by the Engineer.

F. Page SP-57, Section 10-1.18, "Clearing and Grubbing," paragraph six is revised to read as follows:

When excavating within the tree protection zone of trees to remain, an arborist shall be on-site and care shall be taken to minimize damage to the tree root system. Tree roots shall be cut back per the arborist's recommendations. Where the arborist determines that the project has severely impacted the stability of a tree, the tree will be removed. Where the arborist recommends removing one or more trunks to make the trees stable, those trunks will be removed. Tree or trunk removal will be paid for at the contract unit price for tree removal for trees of a given diameter, measured 54" above grade and shall include all labor, materials, equipment and incidentals for removing and disposing to the tree and no additional compensation will be allowed therefore.

G. Page SP-57, Section 10-1.18, "Clearing and Grubbing," the following paragraph is added after paragraph six:

Where the arborist recommends remedial measures to be taken during project construction that will increase the health and viability of trees to remain, those measures will be taken. Full compensation for taking the recommended remedial measures, including all labor, materials and equipment, shall be considered as included in the various items of work involved and no additional compensation will be allowed therefore.

H. Page SP-67, Section 10-1.21B, "Schedule of Values," the "Water Pollution Control Schedule of Values" Table is revised as follows:

I. Page SP-67, Section 10-1.21C, " Water Pollution Control Measures," paragraph two is revised to read as follows:

1. The Contractor shall not expose a total area of erodible material exceeding 1-acre slope measurement, before Water Pollution Control measures are installed and functioning. Install precautionary measures including, but not limited to, drainage inlet protection around the immediate perimeter of each active storm drain system within construction work areas.

J. Page SP-72, Section 10-1.21.D, "Temporary Erosion Control," add the following after the last paragraph:

Full compensation for conforming to the requirements of this section shall be considered as included in the contract lump sum price paid for the Water Pollution Control and no additional compensation will be allowed therefore.

K. Page SP-75, Section 10-1.21J, "Storm Water Inlet Protection," the first paragraph is revised to read as follows:

10-1.21J STORM WATER INLET PROTECTION: The Contractor shall use temporary drainage inlet protection as one of the various measures to prevent water pollution. The Storm Water Pollution Prevention Plan shall graphically show the use of storm water inlet protection in relation to other water pollution and temporary erosion control work specified elsewhere in these Special Provisions.

L. Section 10-1.21K, "Fiber Rolls," is added to the Special Provisions and reads as follows:

10-1.21K FIBER ROLLS: Fiber rolls shall be furnished and constructed, maintained and later removed, as specified in these Special Provisions, and as directed by the Engineer.

The Contractor shall use fiber rolls as one of the various measures to prevent water pollution. The Storm Water Pollution Prevention Plan shall graphically show the use of fiber rolls in relation to other water pollution and temporary erosion control work specified elsewhere in these Special Provisions. Fiber rolls shall be installed as shown in the Caltrans, "Construction Site Best Management Practices Manual."

Materials shall conform to the provisions in Section 20, "Erosion Control," of the Standard Specifications and these Special Provisions.

Full compensation for conforming to the requirements of this section shall be considered as included in the contract lump sum price paid for the Water Pollution Control and no additional compensation will be allowed therefore.

M. Section 10-1.21L, "Rock Check Dams," is added to the Special Provisions and reads as follows:

10-1.21L ROCK CHECK DAMS: The Contractor shall use rock check dam as one of the various measures to prevent water pollution. The Storm Water Pollution Prevention Plan shall graphically show the use of rock check dam in relation to other water pollution and temporary erosion control work specified elsewhere in these Special Provisions. Rock check dams shall be installed as shown in the Caltrans, "Construction Site Best Management Practices Manual."

Full compensation for conforming to the requirements of this section shall be considered as included in the contract lump sum price for Water Pollution Control and no additional compensation will be allowed therefore.

N. Page SP-75, Section 10-1.22, "Erosion Control," the following sentence is added to the end of the first paragraph:

Full compensation for conforming to the requirements of this section shall be considered as included in the contract lump sum price paid for the Water Pollution Control and no additional compensation will be allowed therefore.

O. Page SP-89, Section 10-1.34F, "Valve Boxes," the Section is revised to read:

10-1.34F VALVE BOXES: Each water valve shall be covered by a precast valve box set with cast iron ring and cover marked "WATER." The valves boxes are to be Christy G5, Brooks No. 3-RT or approved equal. All meter boxes shall be Christy B9X or equivalent. No dual meter boxes shall be installed.

Full compensation for valve boxes for main line water valves shall be considered as included in the contract unit price for water valves and no additional compensation will be allowed therefore.

Full compensation for meter boxes shall be considered as included in the contract unit price for water services and no additional compensation will be allowed therefore.

P. Section 10-1.34M, Water Service is added to the Special Provisions and reads as follows:

10-1.34M WATER SERVICE: Water Services shall be installed as specified in these Special Provisions and shown on the improvement plans. Meters shall be provided by Sweetwater Springs Water District.

Full compensation for water services shall include all labor, materials and equipment required to install the service and meter as shown on the plans, connecting to the customer side for the service, and removal of the old meter and meter box shall be considered as included in the contract unit price for water services and no additional compensation will be allowed therefore. The existing meter shall remain the property of Sweetwater Springs Water District and shall be returned to the Water District.
