*Beginning in FY 08-09, Animal Care and Control extended the length of time it held citations for minor violations (such as failure to provide proof of licensing, vaccination or spay/neuter) from 6 to 12 weeks in order to enable well-intentioned pet owners to more easily resolve these citations through Animal Care and Control, rather than the court. More serious violations, such as animals at large, are still forwarded to the courts directly. As result of this procedural change, statistics for FY 08-09 are reported by the total number of citations issued, rather than convictions filed, which allows for the most accurate comparison to the prior year.
