Officer Kevin Davis; Badge #512

Kevin DavisKevin Davis was hired in 1989 and is the department’s senior officer working in the field. Kevin has provided valuable training to new officers. He was the first Animal Control Officer assigned to the town of Windsor. Kevin is the proud father of a son, and has his hands full with an energetic Border Collie named Hank.

When not working Kevin enjoys fishing, entertaining friends and family, coaching little league, and especially attending San Francisco Giant’s games.

Officer Jeff Clemens; Badge #506

Jeff ClemensPrior to beginning his career in 1991 with Sonoma County Animal Care and Control, Jeff Clemens was employed as a Park Ranger at Lake Sonoma. Jeff provides training for the officers and serves as the department’s bilingual officer. He teaches for the Santa Rosa Junior College at the Public Safety Training Center as well as for the National Animal Control Association.

Jeff’s area of instruction covers animal-related law and enforcement, officer safety, physical fitness, and tactical communication. Jeff is dedicated to elevating the professionalism of the animal control industry.

Jeff recently developed the department’s bike patrol program and is in the process of implementing a Youth Explorer Post.

He is an outdoor enthusiast who enjoys fishing, hiking and camping.

Officer Roger Dengler; Badge #509

Roger DenglerBeginning his career with Animal Care and Control in 2000, Roger Dengler’s combined experience with public safety and animal-related law enforcement has made him valuable to the department. He earned his A.A. from Santa Rosa Junior College and his B.A. in Business from Sonoma State University. He is one of the department’s primary Field Training Officers.

When not working in the field, Roger is an avid fan of football, baseball, basketball, and hockey. He and his wife have two sons and an old Border Collie.

Supervising Officer Kenneth Crane; Badge #502

Ken CraneKen Crane started his career with the County of Sonoma in 1995. His responsibilities at Animal Care and Control include acting as the department’s safety coordinator, field-training officer, and supervising the officers’ duties.

In addition to field officer operations, he works closely with shelter and clerical staff.

When not working, Ken makes the most of every moment with his family including coaching baseball, dirt bike riding and camping. Ken and his wife are the proud parents of three sons.

Officer Andrew Lee; Badge #513

Andrew LeeAndrew Lee began his career with Animal Care and Control in 2004. He started out as a kennel assistant working in the shelter, where he gained experience in the care and handling of a variety of animals.

While not on duty, Andrew and his wife enjoy woodcraft, outdoor recreation, aquatic exploration, fishing, cooking, and more recently gathering wild mushrooms for their culinary delights.

Officer Shirley Zindler; Badge #514

Shirley ZindlerHired in 2001, Shirley Zindler brings to the department a wealth of animal-related experience. Shirley previously worked with emergency animal hospitals, local shelters, and wildlife rescue. In addition to her normal duties, she often takes work home with her by fostering a number of animals that come into the care of the department, preparing them for prospective adopters. She is the liaison for the CHANGE Horse Rescue Program.

When not working, Shirley enjoys spending time with her husband and children.  Her hobbies are sculpting, painting, writing and caring for their dogs, cats and horses.

Officer Kim Adragna; Badge #522

Kim AdragnaKim Adragna, a graduate of the Animal Law Enforcement Training Academies and the Animal Control Officer Course, was hired in 2006.

Kim has an education in animal science and husbandry, safe handling of aggressive animals, and canine nutrition. Her eagerness to work with animals and the public have made her a great asset to the department.

When she is not in the field, Kim enjoys riding motorcycles and plays softball for a local league.

Officer Matt Diaz; Badge #503

Matt DiazMatt Diaz was born and raised in Los Angeles and moved to Sonoma County to earn his Bachelor’s Degree in History from Sonoma State University. He began his career in 2003 with Sonoma County as a Juvenile Corrections Counselor, prior to becoming an Animal Control Officer in 2006. He is the training manager for field services.

While working in the field, he is often accompanied on patrol by his Cavalier King Charles Spaniel appropriately named “K.C.”

Matt’s interests include theology, ancient history, and modern and historic forms of martial arts and combative sports. Matt and his wife love spending time together at their local church or with family.

Officer Dustin Root; Badge #516

Dustin RootDustin Root was a Federal Reserve Police Officer and a Transport Officer prior to becoming a member of the department in 2008. He completed the Peace Officer Standards and Training at the Police Academy, and earned his Bachelor’s degree from Sonoma State University in Criminal Justice with a minor in Psychology.

Dustin is an amateur ice hockey player and has a passion for motorcycles.

He is married and has a son and daughter.

Andy DouglassHired in 2008, Officer Andy Douglass came to the department with a dedication to serve the County and community in a professional manner.

Andy is a graduate of the Park Ranger Law Enforcement Academy and the Animal Control Officer Course. He attends the Santa Rosa Junior College and is currently completing his Associates of Science Degree.

Andy enjoys the outdoors, hiking, quad riding, fishing, and camping. He is an avid reader and amateur chef.

Officer Justin Foster; Badge #520

Justin FosterHired in 2009, Justin Foster is the department’s newest officer. Justin grew up in Sonoma County and earned his four-year degree in Criminal Justice from Sonoma State University.

Prior to Animal Care and Control, he worked as a juvenile correctional counselor for the Napa and Sonoma County Probation Departments.

When not working, he enjoys the outdoors, including mountain biking and riding motorcycles. He is also an avid sports fan and participant.
