AdministrationSonoma County Probation administrative staff perform duties including department-wide budget coordination and preparation, coordination and liaison responsibilities with the offices of the County Administrator, Human Resources, County Counsel, Risk Management, Retirement, Information Systems, Auditor, Revenue & Debt Division (Central Collections), Health Services, Human Services, Occupational Health, Board of Control, Office of Criminal Justice Planning and other State and County departments as necessary. All agenda items, information systems issues, recruitment, worker's compensation and leave issues, department wide training of peace officers, independent contractor agreements, grant applications and program monitoring, financial reports, tracking and claiming for State and Federal funds, and statistical analysis are accomplished by the Administrative Division. The Administrative Director is additionally responsible for the Adult Clerical Unit. Accounting services are provided department wide through centralized payroll, personnel, accounts receivable/payable processing and financial grant reporting. The Accounting Unit is responsible for the establishment of client account receivables for all court orders including fines, restitution and fees as well as charges relating to participation in various jail alternative programs, care charges for minors detained or committed to our residential facilities, and other services provided by the Probation Department. Client statements are sent monthly and accounts are regularly reviewed for delinquency by Probation Officers and accounting staff for the determination of appropriateness for referral to Sonoma County Central Collections. The unit is also responsible for purchasing for Adult Probation, Jail Services, and Administration; the review and balancing of department wide expenditures and revenues; for the financial monitoring and reporting for various Federal and State grants; the development of numerous cost reports; and, review and monitoring of trust and special revenue fund accounts. All payroll and personnel, for over 300 employees, is centralized within the Accounting Unit where staff arrange for pre-employment and return to duty physicals, sign up new staff, process miscellaneous Human Resources, Payroll, Risk Management and Retirement related forms and complete the electronic submission of payroll time reports. |
