The General Plan update was limited to a list of specific issue areas
approved by the Board of Supervisors following an extensive public outreach
program. Issue areas under discussion are highlighted to facilitate reader
recognition.
The final General Plan will contain photographs which are indicated
in this draft as open boxes. These open boxes do not mean that figures
or tables are missing from the document.
