Welcome to Information Systems Department

The Information Systems Department is responsible for providing leadership, support and coordination of technological efforts in most County departments. The department provides staff to the Information Systems Steering Committee. This committee of department heads establishes policy for developing new major systems, integration with newer technologies and sets standards for the utilization of technology in all departments.

Mission Statement

The mission of the Sonoma County Information Systems Department is to provide technological leadership in the management and distribution of information by providing excellent and cost effective products and services to support the mission of Sonoma County.

Divisions and Teams


This division coordinates ISD’s budget with the CAO and billing to a hundred general fund and non-general fund indexes as well as buying technology for most County departments. Internally, Administration is responsible for payroll and human resources functions such as recruitment, disciplinary actions, and union relations, as well as compliance with Federal, State, and County laws and regulations on safety, risk, and labor law.

Technical Services

This division designs, builds, and supports the core technology infrastructure that helps County workers communicate with their clients and coworkers. Whether it’s phone and radio service for voice communications, data networks that connect supported computers and mobile devices, or the enterprise software applications used by all County employees, Technical Services makes it possible for all of these systems to work together to support your business needs.

Desktop Support Team

This team of IT analysts supports the organization’s 3,500 desktop and laptop computers, hundreds of software applications and many printers and peripherals. Support means we install, configure, maintain security updates, upgrade, procure and manage licenses, diagnose and troubleshoot. These professionals spend much of their time visiting customers at their workstations.

Network Services Team

Network Services is responsible for server design and standards, system-level security audits, lab testing of new products, and core services such as DNS, DHCP, and Active Directory. In addition we manage the network infrastructure, including routers, switches, firewalls, network communication circuits, Internet access and security, intrusion detection, VPN, and wireless networking.


Operations is tasked with the presenting, processing and protecting data for county departments and agencies. We administer the data center, manage the network, provide disaster recovery analysis and services, support network databases, and oversee mainframe processing.

Public Safety Central Support Team (PSCST)

PSCST is dedicated to providing technical and communications support to the Sonoma County Public Safety Consortium. PSCST supports the hardware, software and databases that make up the Consortium’s computer-aided dispatch, mobile data radio system and crime analysis data mining.


The Radio Section maintains a sprawling, complex system that enables the public safety community to communicate when they need to in the day to day vicissitudes of their work. The current system operates on fourteen different tower sites throughout the county.

The Telephone Section provides telephone service to the entire County organization, excluding the SCWA and the Fairgrounds. Approximately 5,000 users make use of the phone, voice mail, speaker phones, cellular phones, paging systems, public address, and other systems that we provide for communication ease.

Business Services Group

Over the last two years, ISD adopted industry-standard best practices in the delivery and management of our services. ISD’s Business Services Group (BSG) focuses on service, not technology, to strengthen relationships with all ISD service customers. BSG specialists are committed to promoting confidence and trust in ISD, and strive to improve partnerships with all users. BSG represents ISD’s entire family of services.

Records & Information Management (RIM)

RIM is responsible for three service areas: the Sonoma County Records Center (SCRC), the Sonoma County Mailroom, and the Sonoma County Courier. SCRC customers have access to convenient, reliable and secure storage, retrieval and disposition of records and files. We also assist our customers with the development of records retention schedules that manage the lifecycle of electronic and physical records. The County Mailroom provides centralized mail processing services for outgoing letters, postcards, large envelopes, and packages. The County Courier offers scheduled pickup and delivery services.


Reprographics is the County’s print center, delivering efficient and cost effective projects. They provide a wide range of services to both government agencies and community non-profit organizations.

Business Services Team

BSG teams focus specifically on ensuring that our customer experience is positive and valuable. This requires a strong, ongoing account care program. Agreements clarify service delivery. Services are managed using service strategies, design of new value added services, and a comprehensive catalog of ISD services.

Systems and Programming

The responsibilities of this division include designing, developing, installing and maintaining business applications throughout the County.

Application Services

The Applications Team of Systems and Programming is responsible for maintaining a wide variety of departmental and enterprise applications, in addition to providing business requirements, system analysis, custom development and project oversight/management services for many departments.

Integrated Justice Systems

The ISD Justice Team provides continuing development and 24/7 support for the Integrated Justice System (IJS). The Integrated Justice System is an internally developed , custom application that supports the Sheriff, the District Attorney, the Public Defender, the Probation Department, the Sonoma County Superior Court, and other local law enforcement agencies

Geographic Information Systems (GIS)

The Geographic Information Systems Team produces high-quality cartographic images and applications to assist a wide variety of customers with day to day work processes and decisions. GIS also maintains the spatial data that supports geographic functions throughout the County.

Web Team

The Web Team, a unit of the Systems and Programming Division, serves both county departments and agencies, community-based organizations as well as the public at-large who increasingly turn to web pages for information on county processes. The group is responsible for web site programming, design, development, maintenance, and web hosting needs. Services also include: planning & strategy, web and SharePoint© site and database development, testing, service engine optimization as well as custom services based on business requirements.
