Meaningful Use: Public Health Reporting

The Sonoma County Department of Health Services (DHS) is working to help Eligible Providers (EP), Eligible Hospitals (EH) and Critical Access Hospitals (CAH) achieve Meaningful Use (MU) as defined by the Health Information Technology for Economic and Clinical health (HITECT) Act. We are ready to accept electronic data for the following public health objectives as follows:

Immunization Objective (EP, EH, CAH)

"Capability to submit electronic data to immunization registries or immunization information systems except where prohibited, and in accordance with applicable law and practice."

Sonoma County DHS accepts data through the California Immunization Registry (CAIR) state portal. As of October 1, 2013 registration and submission is through the California Department of Public Health (CDPH) Health Information Exchange (HIE) Gateway. The URL for the Gateway is: http://hie.cdph.ca.gov/

If you previously registered at the following URL, http://cairweb.org/ you need not register again.

Electronic Laboratory Reporting Objective (EH, CAH)

"Capability to submit electronic reportable laboratory results to public health agencies, except where prohibited, and in accordance with applicable law and practice."

Sonoma County DHS accepts laboratory data from Eligible Hospitals and Eligible Critical Access Hospitals via Electronic Lab Reports (ELR) submitted to the California Reportable Disease Information Exchange (CalREDIE) through the California Department of Public Health (CDPH) Health Information Exchange (HIE) Gateway. The URL for the Gateway is http://hie.cdph.ca.gov/

Information about submitting ELR to CalREDIE can be found at the following URL. http://www.cdph.ca.gov/data/informatics/tech/Pages/CalREDIEELR.aspx
  1. Identify the reportable conditions in your facilities test catalog.
  2. Map reportable tests to LOINC and SNOMED codes accepted by CalREDIE.
  3. 3. Ensure messages are compliant with HL7 ELR version 2.5.1. The CalREDIE ELR2PH Companion Guide can be found at the following URL: http://www.cdph.ca.gov/data/informatics/tech/Documents/CalREDIE_ELR2PH_HL7_2.5.1_Companion_Guide_July2012.pdf.

Syndromic Surveillance Objective (EP, EH, CAH)

"Capability to submit electronic Syndromic surveillance data to public health agencies except where prohibited, and in accordance with applicable law and practice."

Sonoma County DHS is currently not capable of collecting Syndromic Surveillance data. Consequently Eligible Professionals (EP) should use the Immunization Objective, and Eligible Hospitals and Critical Access Hospitals (EH and CAH) should use the immunization and/or the electronic laboratory reporting objective(s) to meet the Public Health Reporting requirement for meaningful use.

Cancer Case Reporting - Stage 2 MU - EP Menu

"Capability to identify and report cancer cases to a public health central cancer registry, except where prohibited, and in accordance with applicable law and practice."

Sonoma County DHS will accept cancer data from Eligible Providers via the California Cancer Registry (CCR). Providers must first register their intent to send data by going to the California Department of Public Health (CDPH) Health Information Exchange (HIE) Gateway at the following URL: http://hie.cdph.ca.gov/.
