Introduction to SWITS

Sonoma County AODS is committed to quality data management regarding our clients and our system of care. SWITS is a Web-based solution that is specifically designed to meet the data management needs of Sonoma County AODS, its contract providers, and the California Department of Alcohol and Drug Programs (ADP).

SWITS is used to track individual client progress, monitor and evaluate business processes, maintain compliance with regulations, collect and produce quality reporting information, and increase both efficiency and effectiveness throughout the Sonoma County AODS system of care.

Highlights

SWITS is a Web-based application using the Internet. SWITS takes advantage of Web-based technology, providing state of the art features that simplify IT support and maintenance and allow integration with other Web applications.

SWITS standardizes the way data is collected and managed. This standardization allows counties and providers collect and manage AOD treatment data using standard data elements. Some advantages of standardized data management are:

  • Elements needed for state and county reporting requirements are built into the system;
  • Required reporting (including billing) is a simple extract of the central database; and
  • Standardized data supports meaningful analyses.
SWITS simplifies data management. SWITS captures data as it is created in a wide number of areas critical to AOD treatment. Data is entered only once and can be routed to meet all requirements.

The SWITS approach to data management:

  • Improves the quality and availability of data for all parties; and
  • Enables better treatment practices.

Compliance

SWITS, CalOMS, & Compliance

SWITS is compliant with the following regulations and data submission requirements:

42 CFR, Part 2

42 CFR, Part 2 is a section in the Federal Code of Regulations that is designed to "impose restrictions upon the disclosure and use of alcohol and drug abuse patient records which are maintained in connection with the performance of any federally assisted alcohol and drug abuse program." The full text of the regulations can be found at the US Government Printing Office 42 CFR, Part 2 website. SWITS is compliant with 42 CFR, Part 2.

HIPAA

The Health Insurance Portability & Accountability Act of 1996 (HIPAA) is designed to establish a foundation of Federal protections for the privacy of protected health information. HIPAA was enacted to respond to a growing threat to the privacy of health-related information in an electronic environment. Additional information can be found at the the US Department of Health & Human Services HIPAA website. SWITS is compliant with HIPAA.

CalOMS

The California Outcomes Measurement System (CalOMS) is a statewide client-based data collection and outcomes measurement system. CalOMS is designed to allow the Department of Alcohol and Drug Programs (ADP) to effectively manage and improve the provision of alcohol and other drug services at the state, county, and provider levels. Additional information can be found at the ADP CalOMS website. Sonoma County AODS submits CalOMS data to ADP through the SWITS system. Sonoma County CalOMS forms and manuals can be found here.

Drug MediCal

Programs that provide Drug MediCal (DMC) services are required to be in compliance with the California Code of Regulations, Title 22, Section 51341.1 and the standards applicable to substance abuse treatment reimbursable through DMC. These regulations address topics such as the structure and documentation of treatment activities. Additional information can be found at the ADP DMC website. Sonoma County AODS monitors compliance with many of these requirements through SWITS, and submits HIPAA-compliant DMC billing through SWITS.

Licensing & Certification

Title 9 of the California Code of Regulations requires all 24 hour nonmedical residential AOD adult treatment services to be licensed by the Department of Alcohol and Drug Programs (ADP). In addition, ADP has developed certification standards for all treatment programs in the State of California, which are designed to promote a high standard of care and accountability for AOD treatment programs. Sonoma County AODS tracks compliance with a variety of these requirements, including counselor certification, through SWITS.
