The County of Sonoma, Solid Waste Local Enforcement Agency (LEA) will be holding an informational public meeting, in compliance with Public Resource Code (PRC) Section 44004, responding to a submittal of a permit revision for Central Disposal Site (SWIS #49-AA-0001) and a permit application for the Central Transfer/Processing Facility (SWIS#49-AA-0404), from the Department of Transportation and Public Works (DTPW), 2300 County Center Dr, Suite 100B, Santa Rosa, Ca 95403.
The LEA is certified by the Department of Resources Recycling and Recovery (CalRecycle) to enforce state laws and regulations at solid waste sites within the County of Sonoma, including all transfer/processing facilities and disposal sites.
The Central Disposal Site and Central Transfer/Processing Facility are located at 500 Meacham Road, Petaluma, CA. Currently, the Central Transfer/Processing Facility is incorporated into the permit for the Central Disposal Site. On August 11, 2011, the LEA accepted a Full Solid Waste Facility Permit (SWFP) application package for the Central Transfer/Processing Facility to decouple the existing Central Disposal Site permit. On August 12, 2011, on behalf of DTPW, SCS Engineers submitted a permit revision application for a Full SWFP for the Central Disposal Site.
The purpose of the permit applications is to separate the permit for the Transfer/Processing Facility from the Disposal Site for a period of five years to allow for continued interim out-hauling of solid waste during periods when the Central Disposal Site is not landfilling and to revise the Central Disposal Site permit with a proposed engineered liner.
On September 9, 2011, the LEA determined that the permit application for the Central Transfer/Processing Facility and permit revision for the Central Disposal Site are complete and correct, and accepted for filing pursuant to California Code of Regulations, Title 27, Section 21570. The terms and conditions in the proposed SWFPs for the Central Transfer/Processing Facility and the Central Disposal Site are consistent with and supported by the California Environmental Quality Act documents and information contained in the application packages (Transfer Processing Report and the Joint Technical Document).
The Public Information Meeting is for any interested parties to learn more about the permit application packages and to provide comments to the LEA regarding the proposed action. The LEA's decision to issue or not to issue the SWFPs must be made within 120 days from the date the applications were deemed complete and correct and accepted for filing as required by California Code of Regulations Title 27, Chapter 4, Section 21650. Prior to issuance of the SWFPs, the LEA must request and receive concurrence from CalRecycle. Public Resource Code 44307 provides information on the availability of appeals to challenge the LEA's issuance or denial of a new permit. Copies of the proposed SWFP application packages are available for public review in the LEA office, located at 625 5th Street, Santa Rosa, Ca 95403. The meeting will take place on October 6, 2011 from 6:00 to 7:00 p.m. at the Cotati Veterans Memorial Building, located at 8505 Park Avenue, Cotati, CA (map this location).
