How We Apply the Money We Collect
The DCSS collects and processes support payments each workday throughout
the month. The DCSS operates and maintains an extensive accounting system.
State regulations require the DCSS to establish an individual payment
record for each case file. A single case file may contain many accounts
and the DCSS must apply the money received by accounting guidelines established
by state and federal regulations.
Effective October 1, 1998, as part of welfare reform enacted by the Personal
Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA),
changes occured in the distribution of both welfare and nonwelfare support
payments.
