The County Administrator’s Office (CAO) acts as the agent of the Board of Supervisors in managing, directing, and coordinating the operation of all departments over which the Board of Supervisors exercises control. The CAO is responsible for a variety of activities including: proposing and implementing Board policies; acting as the Clerk of the Board of Supervisors; preparation and control of the County’s budget in coordination with the Auditor-Controller; oversight and preparation of the County’s Capital Improvement Program; and managing and controlling County’s Emergency Services function. The CAO appoints the General Services, Fire Services, and Information Systems directors.
Clerk of the Board

The duties of the Clerk of the Board of Supervisors are: processing and maintaining all Board of Supervisors’ records and agendas; preparing and monitoring the Board’s budget; and recording minutes of all Board sessions, along with other support functions.
County Counsel

County Counsel represents the county in litigation and provides legal representation and advice to the Board of Supervisors, County departments and authorized programs.
General Services

General Services provides building, equipment, and janitorial maintenance; real property leasing and facility debt service; architecture and capital improvement planning; central purchasing; and fleet acquisition maintenance and management.
Information Services

Information Systems is responsible for the management and maintenance of computer hardware and software systems, telephone systems, two-way radio and emergency 9-1-1 systems, other specialized electronic systems, and office automation equipment. In addition, the department provides reproduction and graphics services and courier mail service for all county departments and systems training to county employees.
Human Resources

The Human Resources Department provides recruitment, selection and job evaluation services and training programs to all County departments, and provides the lead role in negotiating and administering employee relations agreements with recognized county employee organizations. Human Resources also coordinates the county volunteer and intern programs, houses the County Affirmative Action Coordinator and staffs the Sonoma County Civil Service Commission. Human Resources also manages insurance programs such as general liability, the County health plan, workers compensation, long-term disability, and property damage.
