*  Administrative Support & Fiscal Services also includes Non-Departmental, which contains revenues and expenditures not allocated directly to departments, and Risk Management, the county's self-insurance funds, which are already reflected in department charges. Without these budget units, Administrative & Fiscal Services would represent 7.5 percent of the total.
