Permit Manager - General Information

NOW! Owner-Builders can obtain simple permits on-line, see below.

PRMD contracts with Accela Inc. to allow licensed contractors and owner-builders to apply for simple permits on their Accela Permit™ Manager website. Also anyone can make a payment on certain types of existing permits through the site.

If you are already a registered user you may go directly to Accela Citizen Access™ Permit Manager website.

If you are not registered you can follow the instructions to make a payment via the Citizen Access website.

Please see below for the types of permits that can be applied for through this website.

If you are a licensed contractor:

• You must have valid Workers Compensation Insurance (or self insure)
• You must register with PRMD and Accela.

If you are an Owner-Builder:

• You must sign the owner-builder declaration on your permit application.
• You must register with Accela. You do not have to register with PRMD.

Residential building permits that can be obtained online:

• re-roofs with no structural modifications or reframing
• siding replacement
• window replacement (with a different size)
• water heater new or replacement (including associated piping and vents)
• HVAC new or replacement (including associated piping and vents)
• electrical service replacement (with a pre-existing meter)
• electrical service upgrade (maximum of 400 amps and associated wiring)
• minor electrical repair
• Installation or replacement of interior wall coverings (sheet rock, paneling etc.)
• Dry rot repair and/or replacement in kind, or other alterations to not more than 40 lineal feet of wall, provided the work meets the definition of conventional light-frame construction in the Building code which does not require design analysis.
• Repairs to decking or guardrails of decks.
• Any of the above associated with remodeling projects involving alterations to not more than 40 lineal feet of wall

Building permits can not be issued online for:

• any project which requires submittal of plans
• structural demolition
• historic structures
• SB-547 (unreinforced masonry) structures
• structures that are currently in the Code Enforcement process
• structures in a flood zone
• any work on or within manufactured homes
• work which will disturb asbestos
• commercial construction/remodel/alteration
• new electrical meter/service
