Important Details

In order to obtain a passport, the following documents must be brought to the County Clerk's Office in person by each applicant (including minors):

  • Two color passport photos measuring 2 inches by 2 inches (black and white photos are not acceptable). These can be obtained at most photography studios and at many travel agencies
  • Social Security number for each applicant (including minors)
  • VALID driver's license or other form of valid picture identification (not required for minors)
  • Evidence of citizenship. If you were born in the United States, evidence of citizenship is a CERTIFIED COPY of your birth certificate issued by the county or state in which you were born. The certificate must show your full name, date and place of birth, date the certificate was filed in the registrar's office and the signature and seal of the registrar. If you are a naturalized citizen, you must submit your certificate of naturalization issued by the Immigration and Naturalization Service.

An expired passport is evidence of citizenship and may be submitted in lieu of a birth certificate or certificate of naturalization. For minors under the age of 16 who have an expired passport, a certified copy of their birth certificate is required in addition to their expired passport.

You can apply for a passport by mail if you have a previous passport issued in your own name within the last fifteen years and you were at least 16 years old when the previous passport was issued. An application for this process is available at the County Clerk's Office.

All documentation submitted is forwarded to the U.S. Department of State, including your birth certificate, previous passport, or naturalization papers. They will be returned to you with your issued passport. Issued passports will be sent to you in approximately 7 weeks by the Passport Agency. If you need your passport sooner than that, you can apply for an expedited passport for an additional fee of $60.00 per passport payable to U.S. Department of State. Depending on your departure date, you may also be required to supply one prepaid overnight express mail envelope and include $16.25 per application with your fee to the U.S. Department of State for return overnight delivery. Please call 707-565-3800 for more information regarding the requirements for expediting your passport application.

If you are traveling within 10 days, you may need to make an appointment to apply for your passport at the Passport Agency in San Francisco. To schedule an appointment, please call their automated appointment system at 1-877-487-2778.

Passport Books for Minors

Passport applications for minors under the age of 16 require both parents or legal guardians and the minor appear together at the County Clerk's Office to sign and execute the minor's passport application. If both parents are unable to appear together at the County Clerk's Office to apply for the minor's passport, please contact the County Clerk's Office at 707-565-3800 for further information regarding this process.

The County Clerk's Office will also begin accepting applications for the new Passport Cards* effective Friday February 1, 2008.

Although we will begin accepting applications for the Passport Card on February 1, the U.S. Department of State does not expect to begin production of the card until April or May.

Applicants may apply for a Passport Book, Passport Card or both on the same application. If applying for both a Passport Book and Passport Card at the same time on the same application, only one $25.00 Execution Fee is collected, however, the application fees for both the Passport Book and Passport Card payable to the U.S. Department of State will be due (i.e., the fee for an adult Passport Book and Passport Card on the same application will be $95.00 to the U.S. Department of State, and $25.00 to the County Clerk).
