The Community Development Commission uses a portion of its Community
Development Block Grant (CDBG) and Federal
Emergency Shelters Grant (FESG) funding to assist public service activities.

What activities are eligible for public
service funding?
CDBG funding can be used to assist a wide variety of public service activities,
including operation of homeless shelters, substance abuse treatment, fair
housing, childcare, youth and senior programs,
adult basic education, literacy training, and more. FESG funding can be
used for supportive services for homeless people and for homeless prevention
assistance.

Who decides what agency will get funded
and how much they will get?
The Community Development Committee, the Commission’s advisory body
appointed by the Board of Supervisors, thoroughly reviews each grant application
and makes recommendations to the Board, which ultimately makes the final
funding decisions.

How much Community Development Commission
funding goes into public services each year?
HUD regulations allow the Commission to use no more than 15% of its CDBG
funding, and up to 60% of its FESG funding, for public service activities.
An average of $350,000 in CDBG funding and $80,000 in FESG funding is
available for public service activities each year.

Who do the public services funded by
the Community Development Commission benefit?
At least 51% of all people serve by CDBG funds must be low-income (80%
of median area income). FESG-funded activities must serve homeless
people or people at risk of homelessness.
