The Ownership Division analyzes approximately 35,000 recorded deeds annually in order to determine whether transfers of title are subject to reappraisal according to the Proposition 13 statutes. They enter all transfers of title, whether reappraisable or not, into the computerized property information system in order to maintain correct assessee information for property tax billing purposes.
This division processes the necessary forms for claims regarding various statutory exclusions from reappraisal such as the Parent/Child Transfer Exclusion and the Residential Base Year Value Transfer Exclusion. They also update and maintain mobile home records and answer general inquiries regarding the transfer of property.
